createDocRuleConditionGroup
POST/doc-rules/:docRuleId/condition-groups
Creates a top-level condition group in the RuleDefinition of the DocRule. As a top-level element it
carries no parent reference (the owning DocRule is taken from the path). Returns the full RuleDefinition
of the DocRule (the same payload as getDocRuleDefinition).
Server-side cascade: creating a condition group automatically provisions a complete minimal
sub-tree, namely one condition containing one sub-condition, one effect definition, and one range group
whose rangeSubConditions map has one entry (for that sub-condition) and whose rangeEffects map has
one entry (for that effect). This honours the invariants of exactly one entry per
(SubCondition x RangeGroup) and per (Effect x RangeGroup). Mandatory dictionary-bound values (such as a
condition's evaluationModeId, a sub-condition's conditionTypeId and an effect's effectTypeId)
default to the reference-table/enum entry with the lowest sequenceNum.
